Odisha and the world · Global Connections
Rooted here. Reaching further.
A city becomes closer when someone there knows your story.
Imagine a classroom discovering Odisha through a shared project. An artist finding a new audience. Two communities learning something useful from each other. This is where we begin exploring those possibilities.
Mukteswar, Bhubaneswar · a place to share with the world.
An existing bridge
Bhubaneswar ↔ Cupertino
A formal city relationship, supported by a community organisation.

Cupertino
A documented sister city
There is already a foundation.
Cupertino’s official account records a memorandum signed in November 2012. It describes a community nonprofit—the Cupertino–Bhubaneswar Sister City Initiative—supporting cultural exchanges, student programmes and delegation visits. [1]
Our opportunity is to understand this existing work, learn what its organisers need, and explore ways to contribute with their agreement.
Six cities · different lessons
What can Odisha learn from India?
Look at the people and programmes behind the agreement.
This is a selective comparison, not a league table. Some sources list historical agreements; others describe one programme. Their counts cannot establish a national rank or how many partnerships are active today.
1 formal relationship verified in this review
Bhubaneswar
Cupertino, United States
Cupertino records a November 2012 MoU and describes a community nonprofit supporting arts, student programmes and visits.
A lesson for us
Build with the existing community bridge. Ask what help would make its next project useful to both cities.
Evidence & limits
Bloemfontein is kept separately as a reported 2017 proposal. This is a verified minimum, not a complete municipal register.
Denver describes student exchanges and Taste of India; San Antonio connects its annual Diwali festival to the relationship. MEA records the Chongqing agreement.
A lesson for us
Let culture create a recurring public meeting point, and connect it to learning.
Evidence & limits
Three individually documented examples, not Chennai’s total. Described programmes do not establish their current scale or impact.
Bremen’s 2021 official statement discusses its long-standing cooperation with Pune and wider academic links with India.
A lesson for us
People, universities and civic groups can sustain a relationship beyond an announcement.
Evidence & limits
A dated cooperation example, not a total or a claim of a currently active exchange. Do not equate every friendship with a formal sister-city agreement.
Bhubaneswar has a smaller documented network than Mumbai and the Chennai examples examined here. But it already has a formal link and a community organisation to learn from. The useful next step is a current public record and a well-run collaboration—not a target for accumulating signatures.
For Odisha as a whole, we still need to research other cities. Missing information about Cuttack, Puri, Rourkela, Sambalpur or Berhampur does not mean they have no international connections.
Possibilities to develop together
Let a connection become something useful.
These are ideas for future collaborations. Partners, funding and programmes have not been announced.
01
Share a culture
An exchange around Odia literature, dance, craft or food—with artists and communities shaping how their work is presented.
02
Learn together
A supervised student research project, a shared classroom or a jointly made story collection. Start with a useful question and credit everyone’s work.
03
Learn how a city works
Connect willing practitioners around heritage care, public spaces or hospitality skills. Agree on a small, practical output before organising an exchange.
A proposal to explore · Konark ↔ Mamallapuram
One detail in stone. Two places learning together.
A chariot wheel at Konark Sun Temple, photographed in 2018.
A visitor pauses at a carved wheel. What helps them see more than a beautiful photograph? That question could begin a conversation between two coastal heritage places.
We are exploring a possible learning exchange between Konark in Odisha and Mamallapuram in Tamil Nadu. No counterpart, participant or activity has been agreed.
The thirteenth-century Sun Temple gives architectural form to Surya’s chariot, within the Kalingan tradition. [1]
Tamil Nadu
Mamallapuram
Pallava monuments from the seventh and eighth centuries bring together rock-cut sanctuaries, monolithic rathas, reliefs and structural temples. [2]
Different periods. Different traditions. A shared question about helping people understand what they see. This comparison does not establish an ancient connection or a modern town partnership.
What could we make together?
Two stories to carry home
Willing local contributors could each explain one detail, with a permitted image, sources and a question for a future visit.
A conversation in both directions
A small remote session could help participants compare explanations and correct what an unfamiliar reader might misunderstand.
Something useful for each place
Each side would receive credited material it can reuse. Local interest, language review, permissions, time and costs would shape any next step.
For now, Global Connections is part of Project Odisha. We are documenting what exists and exploring what could come next. A dedicated initiative may grow from this work over time.

Research checked 3 October 2026. This page documents other organisations’ relationships; their inclusion does not imply a partnership with or endorsement of Project Odisha. Programme descriptions have not been independently audited.
The Mumbai figure counts Los Angeles plus 16 further names in the 2025 municipal yearbook. The Chennai and Hyderabad entries are documented minimum samples; Bengaluru and Pune are examples of organising models. There is no common activity period or complete all-India denominator.
Cupertino’s profile gives a 2012 designation and MoU; a council staff report concerns the earlier August 2011 proposal. These are distinct stages. We retain this date discrepancy rather than implying a single fully reconciled founding date.
Private organisations can help people collaborate. Formal city agreements belong to the relevant public authorities. This section announces neither a new municipal agreement nor an internship programme.

Chennai, India · City of San Antonio. City page lists relationship history 2008 and annual Diwali programme; also links a 2009 ordinance. Do not collapse agreement stages.
International opportunities: Hyderabad · Brisbane City Council. Hyderabad section: tripartite agreement with Brisbane and Ipswich on 5 October 2010. Two foreign municipalities in one agreement.
Bremen and India: cooperation with Pune, 25 November 2021 · Senate of Bremen. Dated official statement on long-standing Pune cooperation. Mentions academic links and pandemic pause; not evidence of a current operating programme.
Heritage comparison checked 2026-10-10. The activity and outputs are proposals by Project Odisha; no exchange or town partnership is announced.
UNESCO — Sun Temple, Konârak. Description and Brief synthesis support the date, chariot conception and architectural tradition.
UNESCO — Group of Monuments at Mahabalipuram. Description and Brief synthesis support the Pallava period and monument types. Both profiles share a publisher; neither establishes the proposed relationship.
